SS 里的 ignore.list 里的 ip 设置成是所有国内 IP ，国外 IP 就都走 SS 代理。这样的话，登陆 Paypal 中国账号（非贝宝），就也走了代理。这样的结果是， Paypal 会侦测到登陆异常，触发风控，导致付款、收款不能正常进行。
