我觉得更多的是历史原因。
ruby是伴随着web2.0兴起的，可以说ruby的流行很大程度上是因为ROR。
python的应用场景则要广很多。
相信随着python在web领域的发展，拥有优秀设计的python网站也会越来越多（PS：比如v2ex）。

Ruby 社区往往更重视前端, 例子是 Sass, CoffeeScript的应用往往都来自ruby社区... Twitter Bootstrap这种东西也算半个ruby社区的东西吧...
