找到原因了，Google 一下说 n'dk 版本不能用 16 得用 14😓😓😓😓

@miniliuke 其实没必要 bazel 编译的，直接把 jar 放入就行了，我写了篇博客，关于如何把 TensorFlow 训练好的模型迁移到 Android studio 上，博客地址： https://blog.csdn.net/u012328159/article/details/81101074
